Funds
A fund is a pile of money, which is destined to be distributed among projects matching the aims of the funds. Institutions or project groups can get access to these resources by submitting an application. The application has to meet specific requirements. It is pointless to submit an application if it doesn't meet these requirements.
In addition to requirements regarding content, funds often have application deadlines and specific conditions about the way the money will be spend. The application has to contain an estimate, clearly detailed about the way the expenses are distributed over the various items.
A fund is supervised by a board. The board is responsible for the money and for the assessment of the applications. In the assessment procedure the board can ask the advice of experts. Experts will evaluate the applications and meet in committees.
There are private funds as well as public funds. Public funding usually is called subsidy.
